Unique Achievements of Department of Consumers Affairs:

The WBCP Rules 1987 was the only state in India to allow not more than 1 adjournment and decision must be delivered in the Fora and the State Commission within 90 days from the date of notice received by the O.P. This has been incorporated into the amended C.P. Act itself
from 15.3.2003.

A separate Department of Consumers Affairs was created in November 1999. The Legal Metrology Organisation was brought under it in June 2000. It has been upgraded in 2003 to a full-fledged Directorate with offices in every subdivision.

A new Directorate of Consumers Affairs and Fair Business Practices was setup in March,2001 that began functioning from October,2001 with offices in every district and two subdivisions.

District Consumer Protection Council has been created in every district..

Kolkata Consumers Protection Council was also constituted.

First to introduce web-based Redressal of consumer grievances through mediation. Since inception (31 st July, 2002) 4324 (Four thousand three hundred tweenty four) grievances (till 31.03.2009) were redressed. It is the most pro-active website of Government.

The District Fora and the State Commission are fully computerised and interlinked through 'CONFONET' project.

All markets down to G.P level ( 4371 so far) have been plotted on GIS accessible on website giving market day, commodities traded, revenue collected.

The State Government Department is acting as co-coordinating agency for Consumer Club scheme in schools as a result of a policy change by the Government of India on account of our initiative.
So far, 400 (Four hundred) Consumer Clubs were formed in 400 (Four Hundred) schools under 20 Co-coordinating Agencies i.e. each of 18 Regional Offices of the Directorate of Consumer Affairs & Fair Business Practices falling under the administrative jurisdiction of 18 Revenue districts and 2 Regional Offices of same directorate in Kolkata i.e. Kolkata (North) and Kolkata (South) Regional Offices.

The first State to start Diploma Course on Consumer Affairs through Distance Education in collaboration with NETAJI SUBHASH OPEN UNIVERSITY.

The first State Government Department to offer consumers "one window service"
integrating the three branches namely, Consumer Affairs Fair
Business Practices, District Forum and Legal Metrology. |

State Consumer Welfare Fund (SCWF) was established to assist Voluntary Consumer Organisations and undertaking publicity measures and other activities relating to consumer protection.
Rs.51,07,210 (Rupees Fifty one lakh seven thousand two hundred ten) only were sanctioned in favour of 47 (Fourty Seven) NGOs/VCOs and 2 (two) colleges till 22.01.2009.
