On mere techanilitis, complaint should not be dismissed, so Presidents of Fora be advised accordingly. There must be pro-consumer attitude and there must be sympathy towards consumers because he/she is sufferer.Services of the staff and officers deputed at Consumer Affairs and Fair Business Practices be ustilised by the District Fora. District Health Officers be asked to make investigation and insist for displaying the name of the licencee of the medicne shops, Nursing homes, Clinics. blood banks, pathology etc. There must be sitting of the State Commission in Siliguri for the benefit of the consumers of North Bengal so that their appeals may be disposed of in North Bengal. Gas companiesbe asked to supply spring balance with the delivery man of domestic gas for weighment at the time of delivery because cylinders contain less than 14.2 kgs. |

Re: Refusing of handing over a plot of land B-16 / II at Pailan Park Housing Project by CGEWS (Regd. No. S/52006 of 1986-87 Registered under societies act XXVI of 1951) even after full payment & Registration (1997-99)
I purchased a plot of land in the name of my wife Smt. Bandana Ghosh at Pailan Park Housing Project (PPHP) from Central Govt. Employees welfare society, West Bengal (CGEWS-Regd. No. S/52006 of 1986-87 Registered under societies act XXVI of 1951) 127,Kankulia Road, Cal-29. Ph : 2461-2838/1300 during the year 1997-98. The entire money approx. Rs 1,20,496/-was paid to the society during the above-mentioned period. This includes cost of Application form (Rs100/-), Cost of land (Rs36, 000/- per katha X 3 Kathas = Rs1, 08,000/-), Associate membership fees (Rs950/-). Registration fees (Rs11, 040/-), Certified copy of Deeds (Rs200/-, without receipt), Mutation paper fees (Rs6/- without receipt),Dakhila fees(Rs200/- without receipt). All were paid between 16.03.1997 to 18.01.1999. Registration of the plot was done in Sep.1997 and I got the Certified Copy Of Deeds, Mutation paper and Receipt of Khazna. But till date I did not get the possession of the land.
The allotted plot is B-16/II. Circle-Kuler Dari Anchal. Bhumi Sahayak Rasid No.119.P.S –Bisnupur-I. Mouza-3.J.L.No:79. Khatiyan no. 304. Dag no.967.Khazna Dakhila no.BOR/SBP B4944119. Registered deed no.2593/1997/DSR/AGPM-IV, Book-I.
Instead of handing over the plot one Mr.Apurba Kr. Saha of Sthapati Builders was going on sending letters demanding Rs 12,000/-, 15,000/-, 28,353/-, 41,350/-, 38,300/- vide his letter no. Dated 14.8.2000, 28.5.01, 25.12.01, 29.9.03, and 17.4.04 respectively as escalation charges. Cost of land has been paid, Registration done, Mutation done, Khazna paid- everything was completed, still then how can someone demand money without handing over the land.
I wrote several letters to public grievance cell Govt. Of W.B. for which I procured few letters from Police Directorate, Govt. Of W.B. mentioning, “ Govt is pressing hard” and no actual guideline for getting possession of the land. The following are the memo no. Received by me:
