ORDER
In terms of Rule 20 of the Rules of
Business, made by the Governor of West Bengal under Artilce 166(3) of the Constitution
of India, I do hereby order that :
1.
The following matters shall be brought to my
personal notice by the Principal Secretary, Consumer Affairs deptt.
i.
All policy matters relating to consumers
welfare and the protection of the rights of consumers under the Consumer Affairs
Deptt.
ii.
All matters relating to appointment, transfer
and disciplinary prceedings of officers of the rank of Asst. Secy. And above in
the Consumer Affairs Department and of officers of the rank of Deputy Director
and above in the Consumer Affairs & Fair Business Practices Directorate and
of officers of the rank of Deputy Controller and above of Legal Metrology
Organisation.
iii.
All matters relating to appointment and
removal of the President and Members of the “State Commission” and the District
Consumer Disputes Redressal Forum and fixation of honorium payable to such
Presidents and Members.
iv.
Constitution of and selectionof Members of the
State Consumer Protection Council.
v.
Setting-up of new District Forum/Circuit
Bench.
vi.
Setting-up of District Consumer Prtotection
Cells and District Consumer Information Centres.
vii.
Approval of Budget estimates.
viii.
Plan proposals exceedings Rs.30,00,000/-
(Rupees thirty lacs)
ix.
Constitution of any committee.
x.
Proposals for overriding/ recommendations of
the P.S.C. West Bengal
xi.
All matters relating to the Parliament and the
West Bengal Legislative Assembly.
xii.
All cases to be submitted to the Cabinet.
xiii.
Amendments of Acts and Rules.
xiv.
All communications on policy matters received
from or to be sent to the Central Government and other State Governments.
xv.
All communications to be sent to the MIC/MOS
of other Departments of this State Government.
xvi.
All Cases of irregularities reported in
inspection reports by the Accountant General, West Bengal, the Comptroller
Auditor General and the Public Accounts Committee.
xvii.
Correspondence received from MPs, MLA,
Sabhadipatis of Zilla Parishads.
xviii.
All such other matters I may pass orders for
being brought to my notice from time to time.
2.
Residua cases not covered by the above shall be
dispose of by the Principal Secretary of the Consumer Affairs Department unless
in his option any such case is of such importance that it should be placed
before me for orders.
